The Gulf Region Small Business Transportation Resource Center (SBTRC) is one of eleven regional field offices of the U.S. Department of Transportation's Office of Small and Disadvantaged Business Utilization (OSDBU). We provide services to DBEs and other small businesses in the civil transporation industry in the states of Texas, Louisiana, Oklahoma and New Mexico. The Gulf Region SBTRC is operated by the Greater Dallas Hispanic Chamber of Commerce through a Cooperative Agreement with the U.S. DOT/OSDBU.
Gulf Region SBTRC Services
We provide technical assistance, access to capital, financial counseling and business training programs to small and disadvantaged businesses in an effort to build their capacity, so that they can become competitive when bidding for contracts at the local or state level that contain federal transportation dollars.
Bonding - Access to Capital - Business Capacity Building Programs
U.S. DOT Bonding and Access to Capital Program (BACP) - The BACP provides bond readiness assistance to contractors in the civil transportation industry. Businesses seeking bonding for the first time or businesses seeking to increase their bonding capacity are guided through the bonding process. The BACP has two components: (1) comprehensive set of all-inclusive business capacity-building workshops, and (2) one-on-one technical assistance with the SBTRC, surety bond producers and other professionals to assess and address what businesses need to increase their business capacity so that they can acquire bonding for the first time or increase their bonding capacity. This program is for DBEs and other small businesses in the civil transportation industry.
$112,000,000 in bonding capacity: The Gulf Region SBTRC, to date, has been successful in helping contractors obtain $112M in bonding capacity through the BEPs that have been offered. It is a proven program with a track record of success for DBEs and other contractors.
Fall 2014 BACP:
U.S. DOT BONDING AND ACCESS TO CAPITAL PROGRAM (BACP): The BACP program consists of a comprehensive set of all-inclusive workshops that address what businesses need to do to become bond-ready, as well as one-on-one sessions with local surety bonding professionals to help in assembling the documents necessary for a complete bond application.

The BACP will be offered every Wednesday from November 5, 2014 to December 17, 2014, 5:00 pm to 8:00 pm. Dinner will be provided.

U.S. Department of Transportation Short Term Lending Program (STLP)
U.S. Department of Transportation guarantees up to $750,000 in loans for small & disadvantaged businesses who have a contract for a project(s) containing federal transportation dollars. The Gulf Region SBTRC guides contractors with the loan process and matches them to a participating lender.
